The Constitutions of The United States of America and the State of Rhode Island preserve the right of citizens to petition their government.

The purpose of this website is to present citizens of Westerly with an opportunity to raise questions of importance by a petition addressed to the appropriate unit of government. Just such a petition is presented here, addressed to the vital appointment of a Town Manager.

The petition demands that the Town Council give consideration to specific requirements for anyone who applies for the job. The purpose is to assure that Westerly moves in an orderly, appropriate manner to select a Town Manager, rather than selecting an individual for this position whose only qualifications are that they are local, and “politically correct.”

At a time when the Town, State and Federal government are facing serious financial challenges, the job of administering the business of the Town is too important to be entrusted to one whose experience, academic and personal attributes do not match up to the job.

A PETITION ADDRESSED TO THE WESTERLY TOWN COUNCIL

Inasmuch as the Westerly Town Council is now engaged in the selection of a Town Manager,

We the undersigned, demand that the members of the Town Council, in selecting a Town Manager, consider the following to be among the primary requirements to be expected of any applicant for the position:

• Prior successful experience in municipal management over a period of five years or more, or equivalent experience in the successful management of a major business or entity requiring knowledge of budgeting, oversight of internal business departments, success in the field of economic development, and other related functions;

• A record of academic achievement, preferably in municipal administration, that indicates that the applicant possesses the knowledge required to be successful; and

• A politically independent person, with a demonstrated ability to carry out the work of Town Manager, without regard to political party considerations.

Not all of the finalists for Westerly Town Manager possess such credentials. We, the People of Westerly, demand that the Town Council fill the vacancy with a qualified individual.
